Introduction
The Government of India has enacted The Real Estate (Regulation and Development) Act, 2016. The Act has come into force from 1st May 2017. The Preamble to the Act reads, “An Act to establish the Real Estate Regulatory Authority for regulation and promotion of the real estate sector and to ensure sale of plot, apartment or building, as the case may be, or sale of real estate project, in and efficient and transparent manner and to protect the interest of consumers in the real estate sector and to establish an adjudicating mechanism for speedy dispute redressal and also to establish the Appellate Tribunal to hear appeals from the decisions, directions or orders of the Real Estate Regulatory Authority and the adjudicating officer and for matters connected therewith or incidental thereto” Under the Real Estate (Regulation and Development) Act, 2016, Government of Haryana has notified The Haryana Real Estate (Regulation and Development) Rules, 2017 which came into force from 28.07.2017
Objective
- To regulate real estate sector for its harmonious growth and development.
- To bring transparency in the dealings between the promoters of real estate projects and buyers of apartments.
- To ensure that the real estate projects are completed within the prescribed time frame
- To resolve disputes relating to the projects expeditiously.
- To enforce the provisions of law and the orders of the Authority.

Right To Information (RTI) Act, 2005
The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed. The Act is a big step towards making the citizens informed about the activities of the Government.
HRERA, Gurugram has a Public Authority designated Public Information Officer (PIO) and Appellate Authority (AA) for citizens to secure access to information and published the Proactive Disclosures in accordance with the provisions of the Act in October 2005.

How to Register a Complaint in Haryana RERA Gurgaon
STEP 1
Go through the HRERA (filing of Complaints) Regulations carefully.
STEP 2
Go to the Home Screen of HRERA Gurugram web portal and click on tab Complaint Registration
STEP 3
Fill up the complaint registration form and follow the steps prompted by the system.
STEP 4
After submitting the form, you will receive an online complaint no from system. This complaint number will be used for all future correspondences.
STEP 5
Make payment of requisite fee, Complaints fees @ Rs.1000 per complaint plus Rs.10 per annexure attached with the complaint by way of Demand Draft in favour of Haryana Real Estate Regulatory Authority Gurugram, payable at Gurugram/ Online Payment Gateway
STEP 6
Take a print out of Registration Form (Performa-B) and make (Two + number of respondent) copies.
STEP 7
Separately type out the detailed Complaint in the format prescribed in the Regulation dated 16.02.2018. Make (Two + number of respondents sets of complaints) and attach with the documents at Step 6.
STEP 8
Annex a copy of a certificate declaring that a self-signed copy of complaint has been sent to the Respondent directly through speed post and email. After delivery of complaint attach tracking report and email report as a proof of service.
STEP 9
Physically deliver 02 + Number of respondent copies of the set comprising of Complaint Registration Form and Annexure and Demand Draft of Fees Paid and Detailed Typed Complaint and Selfdeclared and signed certificate (Step 8) in the office of Authority by hand.
STEP 10
Check the status of complaint regularly at https://haryanarera.gov.in by entering the complaint details.
STEP 11
Submit a soft copy of the complaint in word format and complete complaint with annexure in pdf format.
